The premise, in the publisher's words
Ten years have passed since the fall of Mr. X and his Syndicate. The city has been at peace... until now. A new crime empire has arisen, corrupting everything good in the city. It is rumored to be led by Mr. X's own children: the Y Twins. Former detectives Axel Stone and Blaze Fielding join forces with their old friend's daughter, Cherry Hunter, along with Floyd Iraia, an apprentice of the brilliant Dr. Zan. Together these four vigilantes stand against the Y Syndicate on the... Streets of Rage.

Unlock Roo the Kangaroo
Unlocks Roo, the secret boxing kangaroo from Streets of Rage 3, as a playable fighter
At the main menu, hold F1 and the Up arrow key, then press Esc and keep holding for about 10 seconds until you hear a screech/growl; Roo then appears on the character select screen
Requires the Mr. X Nightmare DLC; finish a stage so the autosave keeps him, otherwise you must re-enter the code each time you launch the game
Carry a Weapon Into the Next Survival Stage
In multiplayer Survival with a player as Shiva, a weapon can be carried through the portal into the next stage
Have Shiva kick a weapon upward at the exact moment the other player walks through the stage portal; the weapon appears in the new stage
Timing is extremely tight; verified on GameFAQs as a multiplayer Survival glitch

Zapping the hidden arcade machine warps you into a 16-bit bonus fight against Jack from Streets of Rage 2
In Stage 2, keep a taser dropped by the guards, find the open background doorway past them with the arcade machine, and hit the machine with the taser instead of an enemy
Winning grants a star-move reward and restores your health afterward
Secret Retro Stage: Zamza (Stage 4)
Zapping the hidden arcade machine warps you into a 16-bit bonus fight against Zamza from Streets of Rage 2
In Stage 4, keep a taser from earlier enemies, look for the door leading to the arcade room before dropping to the lower level, and zap the Bare Knuckle cabinet with the taser
Winning grants a star-move reward and restores your health afterward
