Steam prices games for Pakistan separately from the United States. The difference is not the exchange rate, and it is usually in your favour.
How the price is set
Publishers choose a PKR price per title against local purchasing power. Some set it aggressively low; others barely adjust from the dollar price. There is no formula, which is why one game can be a bargain locally and the next barely discounted.
This also means the cheapest region for one game is not the cheapest for another.
Paying in rupees
If your Steam account country is Pakistan, prices show in PKR and you pay in PKR. Some international cards are declined by Steam for local currency purchases; local bank cards and the payment options Steam lists for Pakistan are more reliable.
Your account country is set from where you first funded the account and can only be changed by making a purchase from the new country with a local payment method.
What actually costs you money
Two things, and neither is the game price.
Card issuers frequently add a foreign transaction fee even when the price is shown in rupees, because the merchant is settling abroad. And the exchange rate your bank applies is not the mid-market rate.
Together these can add a noticeable margin over the listed price. It is worth checking your statement once to see what your bank actually charges.
The thing not to do
Region-switching to a cheaper country breaks the subscriber agreement and risks the account. If you are already in Pakistan, you are already on one of the lower-priced tiers — there is nothing to gain and a library to lose.
