The premise, in the publisher's words
The United States maintains a military presence across much of the world, and some factions have grown resentful of it. A group of terrorists calling themselves The Engineers issue an ultimatum known as the Blacklist, a countdown of escalating attacks on American interests at home and abroad. Sam Fisher returns to active duty, granted broad freedom to do whatever it takes to stop the threat. He travels from remote locations to cities across the United States, racing against the countdown to uncover who is behind the campaign and bring it to an end.
